Armenian Ombudsman Armen Harutyunyan speaking about Armenian Constitution anniversary said that if he were able to change the Constitution he would do the following: “I would change some mechanisms to make it more difficult to circumvent the Constitution. There is a need for additional mechanisms. I would strengthen element of parliamentarianism and Constitutional Court role. This would improve the election mechanism.”
The Ombudsman said that meanwhile he would strengthen Constitutional Court role to make judicial system independent of the authorities as far as possible.
According to Mr. Harutyunyan, society trusts the Constitution, however, nearly 80 percent people applying to them protest against violation of their constitutional rights.
As to Armenian authorities, according to Harutyunyan, though no monitoring has been held, human rights stipulated by Constitution have been violated under former and current authorities.
