S. Kapinos: Legal reforms long, uneasy process
Legal reforms take much time, it is a long and uneasy process, Head of OSCE Office in Yerevan Sergey Kapinos said at an international conference on the results of the monitoring of OSCE/ODIHR of the legal processes in Armenia.
“Exact separation of the legislative power from the other branches of power is a necessity since democratic development is not possible without this separation,” Kapinos said.
According to him, the objective of the legal reforms is not only protection of human rights but also liquidation of influence on judges, lawyers and civil society.
“The process has three phases: the first aims at legislative reforms, the second at improvement of institutions, the third at use of law,” Kapinos stated.
Vision of the future, law-abiding citizens and institutions, principles of supremacy of law, equality of citizens are key factors that help realize reforms, the speaker stressed.
