Legal system’s heel of Achilles and achievements in 2012
This year, the 2012-2016 program of legal reforms was established. Its implementation is a point of my honor, secondly, that of our political authorities,” Justice Minister Hrayr Tovmasian stated at the meeting with reporters today.
“This year, the achievements in the legal sphere were strengthened, and we have outlined those spheres where we need to move forward. It is a greater problem when you don’t see problems rather than their solution, I can say with certainty that I see both the problems and solutions, which are invisible to many of you,” the minister noted.
According him, the legal entities’ registration system is one of the greatest achievements; here we are among the top three in the world. “One can receive status of a legal entity in 5 minutes, without any delay, without getting into touch with anyone”.
“The system of changes in the notarial system has also been developed. There we have a 0% shadow sector. A 18% growth in tax payments was recorded in the past 8 month,” Tovmasian said.
He pointed out the criminal executive system as one of the most vulnerable spheres where one cannot expect rapid changes such as the ones achieved in the state register and the notarial system.
The minister’s words, the court and legal system is the Achilles’ heel of judicial authorities. Progress has also been made in the system, one proof is the ruling on the Mataghis case which showed that judicial authorities can oppose the prosecution and the preliminary investigation side.
The minister said that the requirements concerning judges should change. “In addition to testing their theoretical knowledge, we should test his human qualities”.
