Ombudsman asks Lukin to examine reasons of degrading treatment
Armenian Human Rights Defender Karen Andreasian sent a letter to Russia’s Human Rights Commissioner Vladimir Lukin, asking him to examine the reasons of degrading treatment of the alleged perpetrator of the car crash near Podolsk.
“Armenian citizen Hrachia Harutyunian, who is charged with violation of traffic rules that caused deaths of two or more people, appeared in a humiliating way - he wore a housecoat - in court on July 15. I ask you the examine the reasons of the degrading treatment, take actions aimed at providing help to the Armenian citizen and inform me about the results,’ the letter reads.
K. Andreasian offered his condolences on the deaths of 18 people in the car crash.
He noted that under the Constitution of Russia, nothing can serve as a basis for humiliating a person. “Article 21 of the Russian Constitution says human dignity shall be protected by the state. Protection of human dignity is also guaranteed by Article 3 of the European Convention on Human Rights,” the Armenian Ombudsman said.
