H. Harutyunian may be transferred to Armenia only after trial in Russia
The transfer of the alleged perpetrator of the car crash near Podolsk – Hrachia Harutyunian to Armenia is possible after a Russian court passes a sentence on him.
The press service of Armenia’s Justice Ministry said H. Harutyunian may be transferred to Armenia in order to serve a prison term in the homeland after the court returns a verdict of guilty and the verdict comes into force in Russia.
According to the ministry, under international and bilateral agreements, H. Harutyunian may not be extradited because he did not commit crimes in the territory of Armenia.
The case of H. Harutyunian is regulated by the 1983 European Convention on the Transfer of Sentenced Persons, as well as the CIS Convention on Legal Assistance and Legal Relations in Civil, Family, and Criminal Cases and the CIS Convention on the Transfer of Sentenced Persons for Serving Sentences.
