Zhoghovurd: Alvina Gulumian may become CC member
The tenure of Armenian Constitutional Court (CC) member Manuk Topuzain expired yesterday: he turned 65 and under the Constitution he must resign. By the Law on the RA Constitution, this vacancy shall be filled within two months.
‘Zhoghovurd’ paper writes that the ruling circles have not yet decided who will replace Topuzian. Rumors persist that Ms. Alvina Gulumian is a likely candidate. She was previously a member of the CC (CC) and has served as Armenia’s judge in the European Court of Human Rights since 2003.
Alvina Gulumian’s tenure in ECHR expires next year. She should tender her resignation in order to become member of Armenia’s Constitutional Court. The paper failed to verify this information.
4 of the members of CC are appointed by the Armenian president, the other 5 members are appointed by the parliament. Topuzian was appointed in 2009 by a presidential decree.
