Lawyer: Permakov should be tried under Armenian law
“If a crime is committed outside the Russian military base, no international agreements can be applied in this case. A person who committed a crime in the territory of Armenia shall be held responsible under Armenian laws,” lawyer Nikolay Baghdasaryan told reporters today.
“If a person commits crimes both at the Russian military base and outside it, then Russia shall ask Office of Armenian Prosecutor General to hand over its citizen to it,” he stressed.
According to the lawyer, articles of the Constitution of Russia make no difference in this case, and no one had the right to transport V. Permyakov to the Russian base after his detention.
Six members of the Avetisyan family, including a two-year-old child, were killed in the city of Gyumri on January 12. The seventh member of the family, a six-month-old boy, was hospitalized in critical condition as he suffered stab wounds.
Valery Permyakov, a serviceman of the Russian military base, was detained on suspicion of committing the crime. He is being held at the Russian military base in Gyumri. Yesterday he was charged with crimes under the Criminal Codes of Armenia and Russia. V. Permyakov was taken into custody today by a decision of the 5th garrison military court of Russia.
