Disciplinary proceedings against Yayloyan refusing to defend Permyakov
The Chairman of Armenia’s Chamber of Advocates Ara Zohrabyan made a decision to start disciplinary proceedings against Ms. Tamara Yayloyan, a member of the Chamber of Advocates, based on mass media reports.
For several hours on January 13, Tamara Yayloyan was the public defender of Valery Permyakov, a soldier of the Russian 102nd military base, who was at that time the suspect in the case of killing of the Avetisyan family in the city of Gyumri.
According to the press service of the Chamber of Advocates, following an interview with Tamara Yayloyan published in the media and by a decision about the start of disciplinary proceedings, measures will be taken to determine if her actions were in line with requirements of the Regulations on the Conduct of Advocates.
However, disciplinary proceedings will not be instituted against T. Yayloyan regarding the January 17 publication of evidence from V. Permyakov’s questioning because earlier, on January 13 this evidence was released by First Deputy Chief of the Armenian Police Hunan Poghosyan.
In the words of Tamara Yayloyan, on January 13 – the day when she was assigned public defender to Permyakov, she informed the Russian side about her refusal to work as part of that criminal case.
Six members of the Avetisyan family, including a two-year-old girl, were killed in Gyumri on January 12. A seventh member of the family, a 6-month-old boy, was hospitalized in critical condition with stab wounds. Despite all the life-saving measures taken by Armenian and foreign doctors, the boy died. Conscript Valery Permyakov, a serviceman of the Russian 102nd military base, is suspected of the crime.
On the night of January 13, Russian border guards detained V. Permyakov during an attempt to cross the Armenian-Turkish border. He gave evidence and confessed to the killings. He is being held in custody. Armenian Investigative Committee opened a criminal case under Article 104 (murder) of the Criminal Code.
