Parliament of Armenia ratifies North-South Highway construction funding agreement
On June 23 the parliament continued the work of the extraordinary session.
The deputies by voting ratified the loan agreements on Social Investment and Local Development Project signed between the Republic of Armenia and the International Bank for Reconstruction and Development on April 8, 2015 and on Electricity Transmission Network Improvement Project signed between the Republic of Armenia and the International Bank for Reconstruction and Development on April 8, 2015, the agreement on Provision of the Investment Loan from the EurAsEC Anti-Crisis Fund (ACF) for the Project on the Construction of the North-South Road Corridor (phase 4) signed on April 14, 2015 between the RA and the Eurasian Development Bank. The deputies in the second reading passed the draft law “On Amending the RA Law on Television and Radio, in the third reading the legislative package “On the Development of Dilijan City Community and Enclosed Areas of the RA Tavush Marz and the Encouragement of the Investments ,” “On Amending the RA Law on Urban Development” and “On Amending the RA Law on Local Self-Government,” the draft law “On the Investment Program for Processing Industrial Dumps Accumulated and Accumulating in Voghji, Pkhrut, Artsvanik Tailing Dumps, as well as Generated and Generating as a Result of the Activity of Zangezur Copper Molybdenum Combine CJSC.”
Afterwards the deputies continued debating the NA draft decision “On Giving Opportunity to Implement Monitoring to the RA NA Standing Committee on Economic Affairs.”
The Head of the NA Heritage Faction informed that the Faction would vote for the adoption of the draft law.
In his final speech the key speaker the NA deputy Artsvik Minasyan talked about the lack of trust among the public.
The MPs debated for passing in the second reading and completely the draft laws “On Amending the RA Law on the Status of Yerkrapah Volunteer,” “On Amending the RA Law on State Property Privatization Programme for 2006-2007,” “On Amending the RA Law on State Duty,” “On Amending the RA Law on Parties,” ”On Amending the RA Law on Precious Stones,” “On Amending the RA Water Code” and the enclosed legislative package.
The RA Minister of Science and Education Armen Ashotyan in the second reading submitted the bill “On Amending the RA Law on Scientific and Scientific-Technical Activities.”
Rubik Hakobyan noted that the Heritage Faction would vote for the bill.
As a result of voting, the bill “On Amending the RA Law on Scientific and Scientific-Technical Activities” authored by the Government was not passed.
