Domination of law should be the basis of each initiative: NA Chairman meets with Armenia’s Ombudsman
Chairman of the Armenian National Assembly Ara Babloyan received today Armenian Human Rights’ Defender Arman Tatoyan. The meeting has been initiated by the NA chairman for the discussion of domestic political situation in the country.
The head of the legislative power informed the Ombudsman that during the earlier meetings with the Armenia’s Prime Minister Nikol Pashinyan and President Armen Sarkissian they rated high the importance of domination of Constitution in the country and registered that the solution to all the issues should be found in democratic way through dialogues and negotiations.
The Ombudsman in his turn presented his position over the situation, stressing that any processes in the country should be based on the rule of law, and human rights should be the basis of any initiative.
Regarding the establishment of transitional justice bodies, the Ombudsman stressed that the activity of each new institution must be based on laws and Constitution and correspond to the country’s international commitments.
As to the courts, Tatoyan stressed that state governance is implemented on the basis of clear distribution and balancing of legislative, executive and judicial powers which supposes independence of the judicial system from legislative and executive powers. The issues of the judicial system are possible to solve trough successive, tough but legal steps.
It is necessary to ensure permanent development of the system of protection of rights. He stressed that the Human Rights’ Defender’s office is ready to exert all the possible efforts and to support the Armenian government in the corresponding initiatives.
Tatoyan agreed that all the issues should be discussed and solved in peaceful atmosphere of dialogue.
