NA Committee approves changes in Electoral Code
NA's State Legal Standing Committee gave today a positive conclusion to the bill on making changes in the Electoral Code.
The bill will be discussed on Monday, October 29, at the extraordinary sitting of the parliament.
At the discussion today the bill has underwent few corrections. According to them, the fourth force enters the parliament in case of getting 2% of votes but this threshold may be lowered in case the third force fails to get 2% and gets even less than 1% of votes.
According to the other changes, the elections will be conducted by closed proportional lists and the existing rating system will be eliminated. The minimal threshold for parties is offered to make 4% instead of current 5% and for blocs to make 6% instead of current 7%.
Raise of female representation quote is also proposed from 25% to 30%.
The Electoral Code is a constitutional law and for its adoption support of 63 MPs is needed.
The signature gathering for conducting another discussion of the bill has been initiated by Yelk and Tsarukyan factions.
