Zhoghovurd: CSTO presidency belongs to Armenia not Yuri Khachaturov
Zhoghovurd paper writes that the council of the heads of the CSTO member states has not given final response regarding the candidacy for the post of the CSTO secretary general.
After recall of Armenia’s representative Yuri Khachaturov Belarus wants to take the presidency in the organization.
The paper says Kazakhstan supports Belarus in the issue while Russia, which has a resolute voice in the establishment, has not clearly stated its position.
In any case the decisions in the establishment are being made by collegial principle and if someone puts a veto on any of the options the decision is not made.
According to the CSTO charter, secretary general is being appointed with the decision of the council with 3-year term.
As far as the presidency in the CSTO has been passed to Armenia and not personally to Yuri Khchaturov, the change of the person should not result in replacement of the country.
The paper says from legal viewpoint Armenia is right, but there are some political nuances as well.
