New parliament to probably consist of 133 lawmakers
The preliminary results of snap parliamentary elections are already known and though the Central Electoral Commission has not finally summed up the results of the polls, SHANTNEWS.am has made its own calculations to find out how many lawmakers will appear in the new parliament.
According to the legislation, the distribution of mandates is done in the following way – the number of votes the parties and blocs have received [not the percent] is being multiplied by the minimal number of NA mandates – 101 – and divided into the total sum of the ballots the political forces that passed to the parliament have got (My Step bloc, PAP and Bright Armenia).
Besides, as a result of the registered figures, additional 4 mandates provided to national minority representatives are given which this time will be available only for My Step bloc. As a result My Step bloc will have 88 mandates which makes 83,8% of the mandates. In such case, though, another demand of the law acts, according to which if as a result of elections a force gets more than 2/3 of mandates, the other forces receive minimal number of additional mandates for the total number of their mandates be not less than 1/3 of the total number of mandates of the NA. According to the demand, PAP and Bright Armenia parties will get additional 28 mandates to ensure 1/3 of the parliamentary opposition.
According to corresponding calculation, PAP will get additional 16 mandates, Bright Armenia will get 12 additional mandates.
As a result, the new parliament will have 133 lawmakers, which is by 28 more as compared with the previous one.
The salary of an MP makes 661,400 AMD which means that the new parliament will cost the state budget 18,5 million AMD more monthly as compared with the previous one.
As to the distribution of mandates according to proportional and rating lists, here a quite complicated mechanism functions. The calculations are being made by D'Hondt method.
