Economist describes policy of uniting, closing ministries as “lyrical” approach
Uniting ministries of culture, education and science, and sports and youth affairs cannot be effective, economist, former chairman of NA’s culture, education and science, sports and youth affairs standing committee Vardan Bostanjyan said, speaking to Aysor.am.
He stressed that uniting these sectors in one committee in the NA is one thing, but forming such format ministry is rather lyrical approach as no structure of the executive power has a right to deal with other sector.
“My position may be subjective, but I am deeply convinced that this is not an effective thing to do,” he said, stressing that the issue should be discussed with professionals, with people who understand.
“The efficiency of the economic system is mainly agreed on how right the authorities and functions are set. If they are set right, they will ensure efficiency. While now, you are mechanically uniting few ministries. Do they work with one other, or they not? Will the opportunities of their inner structures be preserved, or not? It is a lyrical approach, in this case,” Bostanjyan said.
He stressed that he does not imagine Ministry of Culture not to be a separate establishment, and Diaspora Ministry to be dissolved in conditions of having so many compatriots living abroad.
Bostanjyan also said he does not agree with the claim that the Culture Ministry’s functions are being implemented by other ministries as well, thus their separate existence is not justified.
“This is a sectoral, partial approach, which cannot guarantee success in these sectors,” he said.
