De jure formulation of Armenia-Artsakh cooperation is a message in itself: Tevan Poghosyan
All the parties realize what messages will be sent to the world with the possible military-political cooperation agreement between Armenia and Artsakh, political analyst, chairman of International Center for Human Development Tevan Poghosyan told Aysor.am, referring to the statement of Artsakh security council secretary Vitaly Balasanyan that such an agreement is being prepared.
“Probably they have calculated that the agreement should be signed at a proper time. But we must realize one thing, as of today the relations between Armenia and Artsakh are not fixed by a document but they always have discussions, reach arrangements,” he said, reminding that as a guarantor of Artsakh’s security Armenia easily cooperates with Artsakh’s government, parliament and state institutions.
Poghosyan said that the two Armenian states are political cooperating and the issue is just registering it de jure.
“De jure formulation is a message in itself. Till now it has been considered that it is not time for military-political agreement, now if they consider it to be the time, the agreement will be signed,” the expert said.
As to the possible response of the international community, Poghosyan said it will not be unanimous one.
“There will be countries which will not accept the fact or will accept it with indifference. They are not interested in regional issues, in Artsakh issue, in relations forming here. But there are countries which have unique interests. There are two countries – Azerbaijan and Turkey – which consider Armenia to be their enemy and of course there are three Minsk group co-chairing countries,” he said, adding that each country will have a separate attitude.
“While the leaders of the two states are being guided only and only by Armenian interests and act in accordance with them,” the expert said.
