Armenian government formed with violation of Constitution: Edmon Marukyan
Head of the Bright Armenia faction Edmon Marukyan puts in doubt the legitimacy of the formation of the government.
The MP issued a statement regarding today’s structure of the government.
In the statement Marukyan stresses that the formation of the government unlike other bodies of the executive power has a peculiar order and it begins with the appointment of the Prime Minister and continues with the appointment of the ministers.
“In my opinion the order of formation of the government has been violated. The Article 150 of the Armenian Constitution sets a clear order according to which after the appointment the prime minister in 5-day term proposes to the president candidates for posts of deputy PMs and ministers. Naturally it is being spoken about all ministers, while the PM has not proposed candidates for all the posts,” Marukyan wrote, adding that according to the law, the government consists of Prime Minister, First Deputy Prime Minister and two deputy Prime Ministers and ministers.
The government consists of 17 ministries.
“While the PM has proposed candidacies for 2 deputy PMs and 12 ministers, which means he did not presented 5 ministerial candidates while these ministries and the posts of ministers are set by the acting law. There is even no bill about changes in the governmental structure,” Marukyan wrote, adding that it may be just supposed that the PM has been misinformed by his legal consultants which caused the violation of natural activity of the government.
