Axial solutions to state structural issues not right: expert
The sharp reduction of state bodies is not solution of issue and neither it is a guarantee that the management will be more effective, management expert Serob Antinyan told Aysor.am, referring to the PM’s Facebook post that hence Armenia will have 12 ministries.
“If to speak about efficiency we must first conduct studies, understand the issues of mentioned ministry, whether it is possible or not to solve the issue by apparatus or small representation. First it is necessary to analyze the issues and understand whether the issue is in the structure or not. The absence of this study makes the government tell the management specialists that there are no studies in the basis of the reduction of the number of ministries or their optimization,” Serob Antinyan said.
The expert said that there is a big distrust toward the state management formed during the ruling of the former authorities. He stressed that it is obvious that the state system acted inefficiently.
As management expert, Serob Antinyan said, that the state system in Armenia is big but the transition to the natural course must be without shocks and smoothly.
“The state system must be unloaded, some functions of the state must gradually be delegated to the private sector after which institutional solutions must be given,” he said.
He said it is necessary to find out where the functions repeat, where it is possible to have 10 employees for the implementation of functions instead of 15-20.
“Reviewing these issues approximately and giving them axial solutions is wrong,” he said.
