Government’s program lacks power differentiating mechanisms: human rights advocate
Impression is as if the program has been written hastily, head of Helsinki Civil Assembly Vanadzor office Artur Sakunts said at the “Government’s program. How to ensure independence of courts and effective protection of human rights” discussion.
“They hurried to present the document in the set timeframe,” he said.
The human rights advocate said the government’s program repeats the logic of constitutional norms.
“It says we have this, this, this issues but we expect not reproduction of articles of the Constitution, but concrete steps stemming from its demands,” he said.
Sakunts stressed that the government’s program lacks clear steps of differentiation between the powers and counter-balance, does not set effective mechanisms for parliamentary control of law enforcement bodies.
“Which bodies have mainly violated human rights – police, investigative bodies, NSS. Do you remember how NSS was trying to gather all political activists and reporters?”
