Optimization is like scissors which may both be useful and kill at the same time: expert
Optimization is a good process but before applying it in state bodies serious studies must be made, management expert Serob Antinyan told Aysor.am, referring to the statement of territorial administration and development minister Suren Papikyan about cutting 30% of staff of governor’s offices.
The specialist said that optimization is like scissors which may be both useful, help create beautiful things and at the same time kill. Antinyan stressed that optimization is like a surgery tool.
“The issue must be clearly defined, the volume of necessary functions for the implementation of the issue must be decided. As to the governor’s offices, I can say that our state governance and local self-governance system have envisaged the governor’s offices as bodies implementing government’s policy in the regions,” he said.
The governance expert also noted that before intending 30% cuts in governor’s offices first of all they should have given an opportunity for them to train or change their qualification.
“The optimization process needs to be implemented in most balanced way, not to harm other on the account of the another. People must be given an opportunity for requalification, finding themselves in the job market, otherwise we will have serious social issue. I am against axed approach in the governance system. I think the issue may be treated in a more flexible way. There should be redistribution of functions, the job cuts must be implemented in a regular way,” the interlocutor said.
