No breakthrough ideas for Karabakh conflict settlement expected from OSCE CiO: political technologist
OSCE Chairman-in-Office to hardly bring such ideas for the Karabakh conflict settlement that will be a breakthrough and give new quality to the process, political technologist Vigen Hakobyan told Aysor.am, referring to the statement of the European official that during his today’s visit to Yerevan he will bring a number of ideas for Karabakh conflict settlement.
“As of now we seem to know what document is on the table of negotiations. This document is the recent statement of the OSCE Minsk Group co-chairs with all the details,” he said, adding that he does not expect any new ideas.
“I think if conceptually Madrid principles are the subject of discussion, the negotiations will not have any serious prospect. The document put into circulation years ago not only failed to result in peace, but resulted in April war in 2016,” the political technologist said.
As to Armenia’s attempts to bring Artsakh to the table of negotiations, Hakobyan said that that the joint Security Councils’ session will result in Pashinyan’s receiving the mandate to present Artsakh's approaches to Azerbaijan.
“Only viewpoint and not the right to negotiate. I think during the negotiations with Azerbaijani president, the Armenian PM will tell that he has received the mandate to present the position and approaches of the Karabakh leadership. I think it is right for Artsakh to participate in the talks. It is clear that the position regarding handing of territories will be negative,” the political technologist said, adding that no matter whether Karabakh’s participation will become a reality or not, the process will start.
