Each law must be viewed from the viewpoint of social and economic price and what it gives to the person and whether it results in budget expense or ensures income, economist Tatul Manaseryan told Aysor.am, referring to the amendments in the Tax legislation.
“The third one, but not the least is whether the law leads to economic development or impedes economic development. To be objective it is necessary to say that enough work has been done and it is necessary to remember that the work launched not now but 2-3 years ago. If to view what the tax legislation amendments will give common citizen and businessmen, I think it is first of all necessary to view how differentiated approach is being displayed,” the economist said.
Manaseryan said that he has many times stated about the inadmissibility to tax the lowest threshold of salary.
“It is ill phenomenon not paid attention to by any of the authorities since 90s. If the new authorities want to be different or really register progress and keep the principle of social justice, they must follow “what not to do” path. The not to do list includes not taxing the minimal salary as it does not ensure the minimal basket, that is to say the sum for not dying, I do not even mention the minimal consumption basket. It is a shame that in a country declared social-legal state this issue was ignored,” the economist said.
At the same time he noted that people with different social burdens must not be taxed equally.
“I am speaking about people who have families and those who do not. I think it is necessary to make calculations. If I am alone and have no one to take care of I must not pay the same income tax as for instance my neighbor who keeps family of 7. This has nothing to do with social justice,” Manaseryan said, stressing that the economy must be calculable and controllable.
Earlier Prosperous Armenia faction head Gagik Tsarukyan stated that his faction will vote against the amendments in the tax code.
