Possibility of resumption of military actions very high: Arshavir Gharamyan

With the decree of Artsakh president Bako Sahakyan Arshavir Gharamyan has been appointed Secretary of Artsakh Security Council.

Artsakhpress has conducted an interview with Gharamyan over priorities of ensuring Artsakh’s security and number of other issues.

- Mr Gharamyan what dangers do you see threatening Artsakh’s security?

- Threats over Artsakh must be viewed in the internal and external platforms. Currently processes are taking place in the foreign direction which have negative direct and indirect influence on Artsakh’s security environment. Artsakh and Armenia are in the same security system and have common challenges.

The first threat to our security is unregulated relations with Azerbaijan, and the circumstance that Artsakh is not fully represented at the negotiation process. Agreed with it and a number of other factors the possibility of resumption of military actions is high, especially in conditions when Azerbaijan is directly speaking about it.

On the other hand the processes taking place in the world and in our region transfer bad impulses and irrespective of the circumstance what steps we undertake for neutralizing the threats addressed against our countries or minimizing them the regional developments contain new risks of change of the situation.

The external and domestic dangers as a rule are interconnected. For instance, when we are speaking about possible resumption of military actions or different interferences by external forces we must understand that they are not being reflected in the battle field only.

As to domestic security we have an issue to develop our economy, to make our state management system more flexible, promote our demographic index. In the created military-political situation I consider the mobilization of Armenia, Artsakh and Diaspora resources chief issue without which it will be very difficult.

- You mentioned Armenia and Artsakh being in same security system. What cooperation do you expect from Armenia?

- Armenia and Artsakh are different sectors of the same homeland and only our balanced activity will ensure the security of the Armenian people. We have assumed responsibility before the generations, we have inherited homeland and values which we must maintain and transfer to other generations.
