Perception of right among incumbent authorities distorted: political analyst
Perception of right among the incumbent authorities in Armenia is “distorted,” political analyst Arthur Ghazinyan said at the Main Directions of Judicial-Legal Reforms in Armenia discussion today.
He stressed every moment Armenia faces serious legal security challenges.
“We must be able to present them document no one may divert from, it is the concept of deep state, there must be conceptual and doctrinal governance. The state must be so deep and structured that no one will succeed in changing this flow,” Ghazinyan said.
The political analyst said they have already worked in that direction by developing state concept of legal security. Ghazinyan clarified that for reaching it few steps are necessary to undertake – ensure legal education by injecting respect toward right from pre-school establishments, professional education, development of stable, predictable legislation and only then work out clear concept of judicial-legal reforms based on Armenia’s national, state interest.
“It is abnormal when a law is being changed once, thrice a year. It may create a chaotic situation in the sector as people are not understanding which change is acting. A platform of predictability of legislation must be created which will ensure stable, predictable legislative system,” Ghazinyan said.
The political analyst said that Armenia’s national, state interest has not been formulated for the past 30 years while it must be the basis for building strategies.
“The time has come for doing it,” Ghazinyan stressed.
