Armenian Genocide will be considered recognized by the USA after the country’s executive power on behalf of U.S. president adopts it: Suren Sargsyan
The Resolution recognizing the Armenian Genocide adopted by the U.S. House of Representatives is not a bill to be discussed and sent to the Senate, then be adopted in the Senate and sent for president’s ratification, political analyst, expert in international affairs Suren Sargsyan told Aysor.am, stressing that it is just a statement with which one of the chambers of the U.S. Congress recognizes the Armenian Genocide.
He said it is also necessary to remember that there is such like initiative in the Senate and a resolution is being circulated the text of which is very similar to the text of the adopted resolution.
Sargsyan said more probably the Senate will discuss and pass the mentioned resolution in near future.
“In such case it will appear that the U.S. legislative body, the two chambers together, will recognize the Armenian Genocide. Of course, it definitely does not mean that the recognition will become part of the U.S. foreign policy. In such case we even cannot claim that the United States recognized the Genocide. This country will recognize the Armenian Genocide only in case when the U.S. executive power, on behalf of the president, uses the word “genocide” and will lift the taboo of using this word from all the state officials. That time we will have a situation when we may consider the Genocide adopted and recognized by the USA,” Suren Sargsyan said.
The expert said after all the procedures the term “genocide” must be used by Donald Trump not just once, but become component of the U.S. foreign policy.
Asked whether the Senate is considering the adoption of the similar resolution in the near future, the expert said more probably the Senate will discuss it in the upcoming one-two months.
“Few of the 100 senators joined the resolution, thus the possibility of the adoption of the document is quite high,” the political analyst said.
As to what the complete adoption of the Armenian Genocide by the USA will give Armenia and whether the USA will apply sanctions against Turkey, Suren Sargsyan said that sanctions will not be applied but beyond any doubts it will create a chain reaction with a number of countries to follow the USA’s example.
“After the recognition of the Armenian Genocide by the USA, neither of the countries will deny this fact. I think it will be the biggest achievement we may expect. I think there is no need and even necessity to expect anything more,” Sargsyan said.
The expert said U.S. president Trump will more likely utter the word “genocide” after it is recognized by the Senate.
“The policy of the U.S. administration in this issue is clear. The word “genocide” is not being used as friend Turkey will toughly respond to it. But now in the view of tensed U.S.-Turkey relations it is not excluded that the U.S. Administration will undertake some actions citing the Congress’ steps,” Suren Sargsyan said.
