Draft on constitutional amendments cannot be put to referendum without adoption in first reading and positive conclusion of the CC: Amram Makinyan
Lawyer Amram Makinyan asks to view the Article 86 of the NA Regulation constitutional law.
He said according to it, the draft on constitutional amendments must be discussed at the NA in two readings.
“For being adopted in the first reading 88 votes are necessary and only after receiving the positive conclusion of the Constitutional Court the NA may discuss whether to adopt or put the issue to referendum. Stop this legal mockery. It completely contradicts both the Constitution and Article 86 of the NA Regulation constitutional law,” Makinyan wrote on Facebook.
