Bright Armenia hopes president will not sign bill on conduction of constitutional referendum and will apply to CC: Edmon Marukyan

Discussion of campaign is senseless now, as the decision [to conduct a constitutional referendum] has been approved by the NA in an unconstitutional way, head of the Bright Armenia faction Edmon Marukyan said in an interview with RFE/RL, asked whether Bright Armenia will participate in the campaign of the referendum or not.

Marukyan said it is not clear yet  whether the president will sign the bill or not. 

“We are waiting for the president’s actions. We hope that he will not sign it and will apply to the Constitutional Court. I am sure the lawyers working in the presidential residence have seen and know what violations took place. They cannot close eyes on them,” Marukyan said.

Asked to present the obvious violations, the head of the faction outlined few of them.

“Constitutional changes cannot take place as such document cannot be presented to the NA in general, without the conclusion of the State-Legal Standing Committee. Yesterday’s whole procedure was violated. In parallel with it, constitutional change cannot be made in the transitional provision. I can enumerate many violations, our lawyers are preparing them, we may have 10-15 articles. This bunch of violations must not allow the president of the Republic sign this document,” he said.

Marukyan reminded that each constitutional body has its authorities and must implement its mission within its circles. The deputy said following the Constitution is one of the missions of the president.

“The president has an opportunity to create a counter-balance, find and correct mistakes,” Marukyan said.
