Armenia discusses filing inter-state complaint to ECHR: Armenia’s representative
European Court calls upon both Azerbaijan and Armenia to refrain from taking any measures, in particular military actions, which might entail breaches of the Convention rights of the civilian population, Armenia’s representative in ECHR Yeghishe Kirakosyan told the reporters today.
“The decision says that both parties are asked to inform the Court, as soon as possible, of measures taken to comply with their obligations,” he said.
Kirakosyan said the ECHR’s text was expectable as applying interim measure by the Court on the basis of state’s application is unique case.
“We may say it is a third such case,” he said.
Kirakosyan said the Court’s decision may be qualified as a success for Armenia because the decision was made on the basis of Armenia’s application and evidences.
“The Court did not even consider necessary to send it to Azerbaijan for receiving additional information, which it usually does,” he said.
Kirakosyan said the important part in the Court’s decision is that the burden falls more on Azerbaijan’s government.
He also stressed that they are discussing issue of filing inter-state complaint.
“Inter-state complaint is filed on the basis of government’s decision. Currently we have scenarios, works are underway,” the representative said.
