It is not a secret where from Karabakh’s Defense Army is managed – NKR president

President of Nagorno Karabakh Arayik Harutyunyan stated that his authorities as a head of state are restricted, like in the case of management of the army.

“In the sidelines of the Constitution of the Artsakh Republic I am responsible for this situation, but if in accordance with the constitution I am the guarantor of sovereignty, independence, territorial integrity and security, did I have the necessary domestic and external levers to guarantee the four values in the large scale war? If president of the republic is supreme commander it is not a secret for anyone how and where from the Defense Army of Nagorno Karabakh is being managed from and how much the president of the Artsakh Republic is engaged in these actions,” Harutyunyan said in his address.

He stressed that he did not resign to avoid domestic political instability.
