Armenia’s justice minister says Artak Davtyan is Chief of General Staff
There is no legal issue – Onik Gasparyan has been released from the post of the Chief of the General Staff of the Armenian Armed Forces and Artak Davtyan has been appointed instead.
This was stated by Armenia’s minister of justice Rustam Badasyan.
Badasyan stressed that the government’s statement simply records all this and the PM does not do any additional actions.
He quoted that if the president does not apply to the Constitutional Court or if the decree is not signed after the objections were not accepted the decree enters into force with the force of law.
To the question about the value of the decision of the Administrative Court, the minister said, “With our clear position, this act has no influence on the concretely mentioned process. As to what will happen in future, we will see during the trial.”
The minister said the executive power has no right not to fulfill what the Constitution envisages and cannot even change its will because the Constitution has envisaged a clear procedure and the end of this procedure is regulated with the decisions entering into force with the force of law.
As to who the army must subject to Badasyan said with the decision that entered into force today with the force of the Constitutional provision the Chief of the General Staff is Artak Davtyan.
